Biometrics recognition based on hand image acquisition related to the vein of inquiry?

I want to do a project based on biometrics through pattern recognition of the veins of one hand (which is unique even for identical twins) .. I need to know in detail in components necessary for the image of the vein .. hand after reading some articles in the Internet i found that it can be done by using .. Infrared image for that we have a series of IR LEDs of at least 25 mW, IR filter, diffusion filter and a CCD camera to capture the reflected image of the hand after being informed by the IR LED .. would be very grateful if someone gives me the cost of a 25mW IR LED and the IR filter and filter media ... cost preferably in Asia or India .. What is a CCD camera? How is it different from an ordinary camera ... Do we really need a CCD camera for pictures in our application?
